Ask the chief executive of any midsize organization about their AI strategy and you will get one of two answers. Either they will describe an ambitious program that is, if you press them, still largely aspirational. Or they will describe a program that launched with significant investment, delivered some early demos, and then quietly stalled somewhere between pilot and production.
The consulting industry has produced a great deal of analysis about why AI projects fail. The data, depending on the source, suggests that somewhere between 70 and 85 percent of AI initiatives never reach production. The typical explanation involves data quality problems, talent gaps, or insufficient executive sponsorship.
These explanations are not wrong. But they are incomplete. The real issue is simpler and more structural: most organizations begin AI initiatives before they have done the organizational work that makes AI initiatives succeed.
The Readiness Gap
There is a predictable gap between an organization's stated AI ambition and its actual organizational readiness to execute on that ambition. This gap is almost never honestly diagnosed before the first dollar is spent. Instead, organizations move directly from "we should be doing AI" to "let's run a proof of concept"—skipping the foundational work that determines whether the proof of concept will ever matter.
Organizational readiness for AI has four components: data infrastructure, governance posture, internal talent, and change management capacity. Most organizations have partial readiness on one or two of these dimensions and assume that readiness on one implies readiness on the others. It does not.
A company with excellent data infrastructure can still fail at AI if it has not defined accountability for AI decisions, trained its workforce to interpret AI outputs, or built the cultural tolerance for the false positives that every AI system produces initially. A company with strong executive sponsorship can still fail if the underlying data is too fragmented to support the use cases leadership has prioritized.
The Pilot Trap
The proof of concept is the most expensive trap in enterprise AI. Organizations run pilots not to learn whether a technology is viable—they already believe it is—but to justify decisions that have already been made. The pilot is designed to succeed. It runs on clean data, in a controlled environment, with dedicated resources that will not be available at scale. It succeeds. And then the organization tries to scale it, and discovers that the conditions that made the pilot work do not generalize.
The more useful question to ask before running a pilot is not "can this AI technology work?" but "what would have to be true about our organization for this AI technology to work at scale?" The honest answer to that question will often reveal that the preconditions are not yet in place—and that the pilot money would be better spent creating those preconditions.
The Strategy Before the Stack
Every organization that has successfully deployed AI at scale did the same thing first: they got clear on the business problem before they got excited about the technology. This sounds obvious. It is not how most organizations behave.
The temptation to start with the technology is understandable. Large language models are impressive. Demos are convincing. The pressure from boards and investors to "do something with AI" is real. But technology-first AI initiatives almost always end up solving problems the organization does not have, or solving problems the organization has in ways that do not fit how the organization actually works.
A useful discipline: before any AI initiative begins, require a one-page document that answers three questions. What specific business outcome will improve if this works? How will we measure whether it worked? What does our organization need to be different for this to work that it is not currently? If those questions cannot be answered clearly, the initiative is not ready to start.
What a Good AI Strategy Actually Looks Like
A good AI strategy is not a list of AI use cases. It is a sequenced investment plan that matches organizational readiness to initiative complexity, builds the foundational capabilities that all AI programs need before deploying specific applications, and defines success in business terms rather than technical ones.
The sequencing is the most important part. The temptation is to start with the most impressive use case—the one that will get the most attention from the board and the most press coverage. The right starting point is almost always the use case that is most feasible given current data infrastructure, builds the organizational muscle for AI adoption, and generates early wins that build internal credibility for the program.
Early credibility matters enormously. AI programs live and die by internal belief. The first deployment that fails visibly will set back organizational adoption by 12 to 18 months. The first deployment that works—even if it is modest in scope—creates the organizational momentum that makes everything else easier.
The Role of Leadership
The single most predictive factor in whether an AI program succeeds is the quality of AI leadership at the executive level. Not the quality of the data scientists. Not the sophistication of the model. The quality of the person responsible for translating AI potential into organizational reality.
This leadership function requires a specific combination of capabilities that is rare: deep enough technical understanding to evaluate claims and ask the right questions; strong enough business acumen to prioritize ruthlessly; and enough organizational authority to drive change across functions that do not have AI as their primary mandate.
Most organizations either lack this capability internally or assume it exists in someone who is actually a capable technologist but not a strategic leader. Closing this gap—whether through hiring, developing internal talent, or accessing fractional executive expertise—is the highest-leverage investment an organization can make in its AI program.
The organizations that will succeed with AI in the next decade are not the ones with the biggest budgets or the most sophisticated models. They are the ones that do the unglamorous organizational work before the exciting technical work—and that build the leadership capacity to hold the program accountable to outcomes rather than activity.
